邮政渠道包裹产品禁限寄物品规定

遵守国家有关我国禁止和限制邮寄物品的规定

（一）遵守国家邮政局 公安部 国家安全部关于发布《禁止寄递物品管理规定》的通告，详见《国内邮件禁止寄递的物品》。

（二）遵守海关总署令第43号（中华人民共和国禁止、限制进出境物品表）

 中华人民共和国海关总署令第４３号

　 现发布修订的《中华人民共和国禁止进出境物品表》和《中华人民共和国限制进出境物品表》，自一九九三年三月一日起施行。我署一九八七年十一月一日发布的《中华人民共和国海关总署关于发布禁止、限制进出境物品表的公告》同时废止。

中华人民共和国禁止进出境物品表

　　一、禁止进境物品

　　１、各种武器、仿真武器、弹药及爆炸物品；

　　２、伪造的货币及伪造的有价证券；

　　３、对中国政治、经济、文化、道德有害的印刷品、胶卷、照片、唱片、影片、录音带、录像带、激光视盘、计算机存储介质及其它物品；

　　４、各种烈性毒药；

　　５、鸦片、吗啡、海洛英、大麻以及其它能使人成瘾的麻醉品、精神药物；

　　６、带有危险性病菌、害虫及其它有害生物的动物、植物及其产品；

　　７、有碍人畜健康的、来自疫区的以及其它能传播疾病的食品、药品或其它物品。

　　二、禁止出境物品

　　１、列入禁止进境范围的所有物品；

　　２、内容涉及国家秘密的手稿、印刷品、胶卷、照片、唱片、影片、录音带、录像带、激光视盘、计算机存储介质及其它物品；

　　３、珍贵文物及其它禁止出境的文体；

　　４、濒危的和珍贵的动物、植物（均含标本）及其种子和繁殖材料。

中华人民共和国限制进出境物品表　

    —、限制进境物品

    １、无线电收发信机、通信保密机；

    ２、烟、酒；

    ３、濒危的和珍贵的动物、植物（均含标本）及其种子和繁殖材料；

    ４、国家货币；

    ５、海关限制进境的其它物品。

    二、限制出境物品

    １、金银等贵重金属及其制品；

    ２、国家货币；

    ３、外币及其有价证券；

    ４、无线电收发信机、通信保密机；

    ５、贵重中药材；

    ６、一般文物；

７、海关限制出境的其它物品。

遵守国际邮联关于禁止寄递物品规定

1. 有爆炸性、易燃性、腐蚀性、毒性、强酸碱性和放射性的各种危险物品。如雷管、火药、爆竹、汽油、酒精、煤油、桐油、生漆、火柴、农药等。

2. 麻醉药物和精神药品。如鸦片、吗啡、可卡因（高根）、恰特草、芬太尼、卡芬太尼等。

3. 国家法令禁止流通或寄递的物品。如军火武器、手枪、气枪、手枪配件、本国或外国货币等

4. 容易腐烂的物品。如鲜鱼、鲜肉等。

5. 妨碍公共卫生的物品。如尸骨（包括已焚化的骨灰）、未经硝制的兽皮、未经药制的兽骨等。

6. 反动报刊书籍、宣传品和淫秽或有伤风化的物品。如带有法论功字样的宣传品、淫秽色情书籍、报刊、杂志等。

7. 各种活的动物（但蜜蜂、水蛭、蚕以及医药卫生科学研究机构封装严密并出具证明交寄的寄生虫以及供作药物或用以杀灭害虫的虫类，不在此限）。

遵守寄达国（地区）邮政禁止和限制邮寄进口物品的规定

国际邮件寄递还应遵守寄达国（地区）的有关禁止和限制邮寄进口物品的规定。部分寄达国（地区）禁限寄规定如下，仅供参考。

日本、法国、韩国、加拿大、美国、澳大利亚、泰国、西班牙、英国

禁止寄递不能通过航空安检的货物类型

A类：易燃品及含有此类危险品的物品（主要的典型有打印墨水、油漆、含酒精成分的香水、松香、蜡烛、硅胶、环氧树脂、胶水、油墨、指甲油、杀虫剂、机油等）。

B类：电池及含有电池组件的物品（主要的典型有手电钻、MP3/MP4、太阳能灯、电动玩具、游戏机、闹钟、应急灯、检测仪、激光笔、灭蚊器、苍蝇拍、灯饰、电筒、充电器、对讲机、变压器、遥控器、电子书、开瓶器、展示座、电子秤、脱毛器、心率表、收银机、手提电脑、照相机等）。

C类：磁性物质及含磁性组件的物品（主要的典型有音箱、喇叭、扩音器、汽车起动器、磁锁、开锁器、电机、仪表、变压器、传感器等）。

D类：不明液体、气体、粉末及含此类不明物的物品（主要的典型有蜡烛香熏、充电吸液器、灯具、陶瓷泥、水嘴、玩具样品、走马灯、铁罐样品、咖啡机、沙粒样品、充气清新剂、沐浴液、塑料盒样品、压缩气容器等）。

E类：压缩机及含压缩机组件的物品（主要的典型有压缩机、空调机、除湿机、制冷设备等）。

F类：其它物品（主要的典型有仿真玩具枪、显示器、电视机、玻璃、水银温度计、线路板、铁钩样品、刀具样品等）。

禁止寄递侵犯知识产权的物品

知识产权海关保护条例（摘录）

第二条  知识产权海关保护，是指海关对与进出口货物有关并受中华人民共和国法律、行政法规保护的商标专用权、著作权和与著作权有关的权利、专利权实施的保护。

第五条  进口货物的收货人或者其代理人、出口货物的发货人或者其代理人应当按照国家规定，向海关如实申报与进出口货物有关的知识产权状况，并提交有关证明文件。

第二十二条  海关对被扣留的侵权嫌疑货物及有关情况进行调查时，知识产权权利人和收货人或者发货人应当予以配合。

第二十七条  被扣留的侵权嫌疑货物，经海关调查后认定侵犯知识产权的，由海关予以没收。

第二十八条  个人携带或者邮寄进出境的物品，超出自用、合理数量，并侵犯本条例第二条规定的知识产权的，由海关予以没收。

第三十条  进口或者出口侵犯知识产权货物，构成犯罪的，依法追究刑事责任。

Prohibited and Restricted Items Regulations

Prohibited and Restricted Items Regulations for Postal Channel Parcel Products

I. Compliance with National Regulations on Prohibited and Restricted Mailed Items

(1) Comply with the Circular of the State Post Bureau, Ministry of Public Security, and Ministry of State Security on Issuing the Regulations on Prohibited Items for Delivery, as detailed in Items Prohibited from Domestic Mail Delivery.

(2) Comply with Decree No. 43 of the General Administration of Customs (List of Items Prohibited and Restricted from Import and Export of the People’s Republic of China)

The revised List of Items Prohibited from Import and Export of the People’s Republic of China and List of Items Restricted from Import and Export of the People’s Republic of China are hereby issued, effective March 1, 1993. The Announcement of the General Administration of Customs of the People’s Republic of China on Issuing the List of Prohibited and Restricted Import and Export Items issued by our Administration on November 1, 1987, is simultaneously repealed.

List of Items Prohibited from Import and Export of the People’s Republic of China

Prohibited Import Items

 1. Various weapons, simulated weapons, ammunition, and explosive items;

 2. Counterfeit currency and counterfeit negotiable securities;

 3. Printed materials, films, photographs, records, videos, audio tapes, video tapes, laser discs, computer storage media, and other items harmful to China’s politics, economy, culture, and morality;

 4. Various potent poisons;

 5. Opium, morphine, heroin, marijuana, and other addictive narcotic and psychotropic drugs;

 6. Animals, plants, and their products carrying dangerous pathogens, pests, and other harmful organisms;

 7. Food, pharmaceuticals, or other items harmful to human and animal health, originating from epidemic areas, or capable of spreading diseases.

Prohibited Export Items

 1. All items listed in the prohibited import scope;

 2. Manuscripts, printed materials, films, photographs, records, videos, audio tapes, video tapes, laser discs, computer storage media, and other items involving state secrets;

 3. Precious cultural relics and other cultural artifacts prohibited from export;

 4. Endangered and precious animals and plants (including specimens), as well as their seeds and breeding materials.

List of Items Restricted from Import and Export of the People’s Republic of China

Restricted Import Items

 1. Radio transmitters and receivers, communication security equipment;

 2. Cigarettes and alcohol;

 3. Endangered and precious animals and plants (including specimens), as well as their seeds and breeding materials;

 4. National currency;

 5. Other items restricted from import by customs.

Restricted Export Items

 1. Precious metals such as gold and silver and their products;

 2. National currency;

 3. Foreign currency and negotiable securities;

 4. Radio transmitters and receivers, communication security equipment;

 5. Valuable Chinese medicinal herbs;

 6. General cultural relics;

 7. Other items restricted from export by customs.

II. Compliance with Universal Postal Union (UPU) Regulations on Prohibited Items for Delivery

Various dangerous items with explosive, flammable, corrosive, toxic, strongly acidic/alkaline, and radioactive properties, such as detonators, gunpowder, firecrackers, gasoline, alcohol, kerosene, tung oil, raw lacquer, matches, pesticides, etc.

Narcotic drugs and psychotropic substances, such as opium, morphine, cocaine (coca), khat, fentanyl, carfentanil, etc.

Items prohibited from circulation or delivery by state decrees, such as arms, pistols, air guns, pistol accessories, domestic or foreign currency, etc.

Perishable items, such as fresh fish and meat.

Items detrimental to public health, such as bones (including cremated ashes), untanned animal hides, unprocessed animal bones, etc.

Reactionary newspapers, books, propaganda materials, and obscene or indecent items, such as propaganda materials with the words "Falun Gong," pornographic books, newspapers, magazines, etc.

Various live animals (except bees, leeches, silkworms, and parasitic insects sealed tightly by medical and health research institutions with certification for mailing, as well as insects used as medicine or for pest control).

III. Compliance with Prohibited and Restricted Import Items Regulations of the Destination Country (Region)

International mail delivery shall also comply with the relevant regulations of the destination country (Region) on prohibited and restricted imported items. The prohibited and restricted items regulations of some destination countries (Regions) are as follows for reference only.

Japan, France, South Korea, Canada, United States, Australia, Thailand, Spain, United Kingdom

IV. Prohibition of Items Failing Air Security Checks

Category A: Flammable items and items containing such dangerous goods (main examples include printer ink, paint, perfumes containing alcohol, rosin, candles, silica gel, epoxy resin, glue, ink, nail polish, insecticides, motor oil, etc.).

Category B: Batteries and items containing battery components (main examples include electric drills, MP3/MP4 players, solar lights, electric toys, game consoles, alarm clocks, emergency lights, detectors, laser pointers, mosquito killers, fly swatters, lighting fixtures, flashlights, chargers, walkie-talkies, transformers, remote controls, e-books, bottle openers, display stands, electronic scales, epilators, heart rate monitors, cash registers, laptops, cameras, etc.).

Category C: Magnetic materials and items containing magnetic components (main examples include speakers, horns, amplifiers, car starters, magnetic locks, lock openers, motors, instruments, transformers, sensors, etc.).

Category D: Unknown liquids, gases, powders, and items containing such unknown substances (main examples include scented candles, rechargeable aspirators, lighting fixtures, ceramic clay, water taps, toy samples, rotating lanterns, tin can samples, coffee machines, sand samples, inflatable air fresheners, shower gels, plastic box samples, compressed gas containers, etc.).

Category E: Compressors and items containing compressor components (main examples include compressors, air conditioners, dehumidifiers, refrigeration equipment, etc.).

Category F: Other items (main examples include simulated toy guns, monitors, televisions, glass, mercury thermometers, circuit boards, iron hook samples, knife samples, etc.).

V. Prohibition of Items Infringing Intellectual Property Rights

Excerpts from the Regulations on the Customs Protection of Intellectual Property Rights

Article 2: Customs protection of intellectual property rights refers to the protection implemented by customs for trademark rights, copyrights and related rights, and patent rights related to import and export goods and protected by the laws and administrative regulations of the People’s Republic of China.

Article 5: The consignee of import goods or their agent, and the consignor of export goods or their agent shall, in accordance with state regulations, truthfully declare to the customs the intellectual property status related to the import and export goods and submit relevant supporting documents.

Article 22: When the customs investigates suspected infringing goods under detention and related circumstances, the intellectual property right holders and the consignees or consignors shall cooperate.

Article 27: Suspected infringing goods under detention that are found to infringe intellectual property rights after customs investigation shall be confiscated by the customs.

Article 28: Items carried or mailed into or out of the country by individuals that exceed the reasonable quantity for personal use and infringe the intellectual property rights stipulated in Article 2 of these Regulations shall be confiscated by the customs.

Article 30: Importing or exporting goods that infringe intellectual property rights and constitute a crime shall be subject to criminal liability in accordance with the law.
